If anybody could give me tips on drawing waves and the ocean with colored pencil I would greatly appreciate it.

I think you have done an excellent as a whole. Since you show coloring the leaves and rocks, I would use the same medium and draw in the waves, but leave the white on the edge of the top of the wayes and maybe different shades of blue throughout.
I really feel the chilly wind blowing. Wonderful job. Great style.
